OF FUNDS NOTICE
Archival Risk Factor Data Collection
The
Arkansas Department of Health, Alcohol and Drug Abuse
Prevention (ADAP), announces the availability of up to
$56,100 to support the first year of a three-year risk
assessment data collection effort.
Subsequent annual funding will be at a continuing
level and requires an annual non-competitive
application. Future
year funds are contingent upon federal reauthorization
of these funds, availability of funds and progress
achieved. The project period is July 1, 2003 to June 30,
2004. The
purpose of this effort is to assist ADAP in collection
of data to meet Federal mandates for planning prevention
services within the State.
Major
functions include:

Compilation
of a minimum of five (5) years of archival records
data to assess risk factors for adolescent substance
abuse in the following four (4) areas: 1) Community
Risk Factors, 2) Family Risk Factors, 3) School Risk
Factors and 4) Individual/Peer Risk Factors;

Arranging
this information by a county and a regional format
to coincide with ADAP’s Prevention Resource
Center’s geographical areas;

Only
risk factor data sets available for each county (or
region) should be presented.
Statewide Outcome Indicators shall be
presented;

Data
sets are to be grouped in tables by risk factor and
county (or region) using Excel software.
The source and year collected for all data
provided must be cited; and
-
Data
shall be conveyed to ADAP in an electronic data
format compatible with an IBM personal computer
system, Microsoft Word and Excel software packages.

intent is required and must be submitted by October 28,

ADAP

Summer School Program
The
Arkansas Department of Health, ADAP, announces the
availability of funds up to $165,795 to support the
first year of a five (5) year summer school contract.
Subsequent year funding will be at a continuing
level and requires an annual non-competitive
application. Future
year funds are contingent upon federal reauthorization
of these funds and progress achieved.
This first budget period is July 1, 2003 to June
30, 2004. The
purpose of this effort is to assist ADAP in providing
workforce development, continuing education and resource
development.
Major functions include:

Planning,
design and implementation of an annual statewide
summer school to increase knowledge and skill
development of the substance abuse prevention and
treatment workforce in Arkansas.
Recruitment of approximately 900 participants
to include ADAP funding providers and others in the
community whose roles are impacted by substance
abuse. This
includes, but is not limited to law enforcement,
schools/colleges, health and human service
professionals, the faith community, community
coalitions, etc.
Content of the summer school must have input
from a planning task force and promote learning
reflective of the current state of the in substance
abuse prevention and treatment.
Sessions must support certification
requirements and included award of CEU’s.
An annual report, including both process and
outcome evaluation, is required.

AVAILABILITY

Teacher
Training Program
The
Arkansas Department of Health, ADAP, announces the
availability of up to $51,000 to support the first year
of a four-year teacher-training contract.
Subsequent year funding will be at a continuing
level and requires an annual non-competitive
continuation application.
Future annual funds are contingent upon
federal reauthorization of use of these funds,
availability of funds and progress achieved.
The purpose of the contract is to provide
training in elementary curriculum that integrates a
theory based comprehensive health education program with
an emphasis on drug prevention to the following persons:
1)
Elementary education teachers in grades K,1, 2, 3
,4 and 5
2)
Elementary school counselors in grades K, 1, 2,
3, 4 and 5
3)
Prevention resource center coordinators, and
4)
Elementary community health nurse specialists
Proposals
must include all of the following components: 1)
curriculum training provided by certified elementary
education teachers in the specified grade levels (K-5)
with expertise in integrating a theory-based
comprehensive health education curriculum within the
core elementary education curriculum; 2) presentation
and education on the Risk/Protective Factor Framework
for Prevention and how the state is utilizing the model
in planning and program development; 3) recruitment of
participants utilizing state agencies as well as local
education agencies, ADAP Prevention Resource Centers and
ADH Community Health Nurse Specialists to assist in the
recruitment process; 4) coordination of monitoring and
follow-up of the implementation of the curriculum in the
schools and communities; and 6) ability of participants
to earn academic credit for participation in the
training at an accredited institution of higher
education. This
will be the first year of a four (4) year application,
training for grades K-2 and 3-5 to be delivered on a
rotating basis. Training
must be developmentally appropriate for the grades
targeted in that year.
