Overview

Health Facility Services promotes quality patient care and safety in health care facilities and outpatient services by conducting regular onsite surveys.  State and federal licensing/certification programs require that high performance standards be met in the provision of medical care and in the construction and maintenance of the facility.

PROGRAMS:

Clinical Laboratory improvement Act 

The Clinical Laboratory Improvement Amendments of 1988 (CLIA) were enacted into federal law on October 31, 1988 by the U.S. Congress in response to public concerns over the quality of laboratory services.  Any facility that tests or examines specimens derived from the human body for health purposes is considered a laboratory and must have a CLIA certificate.  The CLIA  program provides information on the application process, interpretation of the regulations, and technical or quality issues involving laboratory testing.  The program also investigates complaints regarding laboratory testing and conducts routine inspections of laboratory testing sites including physician offices, reference laboratories, and hospitals.

Medicare Certification 

The Department of Health determines whether the provider or supplier meets the federal health and safety requirements for participation.

Utilization ReviewCertification program

The UR program regulates the Utilization review/management activities of health insurers, HMOs, MCOs, third party administrators, per reviewers or any other entity offering health care review, contracts or benefits meeting statute definition.

Managed Care Quality program 

The Managed Care Quality program was established to assure a program of quality assessment and improvement and to require all health carriers and networks to maintain grievance systems.

OASIS program 

This software program,  Outcome Assessment Information Set for Home Health Agencies data collection system includes the assessment of patients at specific time points during the home care episode.  The regulations governing its use are at www.hcfa.gov/medicaid/oasis/hhregs.htm .

The Home Health and Hospice Criminal History Background Check requires care providers for the elderly/disabled under ACT 20-33-203 to undergo a background check.

Health Maintenance Organizations program 

HMOs operating in the state of Arkansas are co-regulated by the Insurance Commission and the Department of Health.  The Department of Health establishes a criterion for minimum standards for licensure consistent with current trends in patient care practices.
