Drinking Water Information for Arkansans

Requirements for Submission of Subdivision Plans

Complete and detailed plans and specifications shall be submitted for review and approval to the Division of Engineering, Arkansas Department of Health. Environmental Health colleagues will review plans and determine the soil suitability for septic tank systems. The following items shall be included in all plans:

  1. Vicinity map and legal description indication the location of the subdivision.
  2. Layout of lot boundaries, street, easements, all topographical features, and flood level of the area.
  3. Contour lines at 5 to 20 feet intervals shall be shown as relating to lot boundaries and the location of tests performed.
  4. Dimensions of lots, streets, easements, etc., of the subdivision.
  5. Subdivision Plans with Public Water Facilities

In addition to items 1 through 4, the following must be submitted:

  1. Detailed engineering plans and specifications for the water system. An engineer licensed in the State of Arkansas must submit all plans.
  2. A water system review fee of 1 percent of the estimated water cost is required for all plans submitted. The minimum fee charged is $50.00 and the maximum fee is $500.00.

Subdivision Plans with Individual Wells

In addition to items 1 through 4, the proposed well location shall be shown for each lot with a statement as to the expected quality and quantity of ground water.

  1. Option A: The minimum required soil suitability information of one percolation test hole per lot and two soil pits per lot shall be submitted. If the soil appears suitable, one percolation test hole per lot and two soil pits per lot shall be submitted. The pits are to be located in the proposed primary and alternate absorption areas. The percolation test hole is to be located in the proposed primary absorption area. The percolation test results and pit information (including information on depth to rock, impermeable soil layers and seasonal water tables) along with the date (s) the data was collected shall be included with the plans for the subdivision. Additional pits may be required if marginal soils are encountered. The use of additional pits shall be at the discretion of the local health authority.
  2. Option B: A minimum of two soil pits per lot are to be submitted. The pits are to be located in the proposed primary and alternate absorption areas. Pit information (including information on depth to rock, impermeable soil layers and seasonal water tables) along with the date (s) the data was collected shall be included with the plans for the subdivision. Additional pits may be required if marginal soils are encountered. The use of additional pits shall be at the discretion of the local health authority.

  3. Addresses of all parties to receive copies of subdivision correspondence.
  4. Three copies of the plans are required.
  5. A subdivision review fee is required for all plans submitted. The fee is $100.00 for the first lot and $25.00 for each additional lot with a maximum fee of $1500.00.  This fee is required to those subdivisions where any lot is less than 3 acres in size.

It is currently required that the local Environmental Health colleagues verify site and soil data submitted for all subdivisions in the area for which individual sewage disposal is proposed.

All items listed within this guideline must be included in the plans and specifications. For additional information, contact the local county Environmental Health colleague, or the Division of Engineering, Arkansas Department of Health, Little Rock, Arkansas.
