POOL PLAN REVIEW
SWIMMING POOL PLAN REVIEW PROCESS
The Rules & Regulations Pertaining to Swimming, Spray, and
Wading Pools required that plans be submitted to the Department
of Health for review and approval, prior to the initiation of
construction, for any new public or semi-public swimming, spray, or wading
pool or modification or enlargement of any existing system.
Project Types
• New public or semi-public swimming, spray, or wading pools or spas.
This includes all pools constructed by municipalities, Property Owners
Associations (POA's), condominium or subdivision developments, or
businesses for commercial use.
• Improvements or repairs to existing public or semi-public swimming,
spray, or wading pools. This includes all pools operated by
municipalities, Property Owners Associations (POA's), condominium or
subdivision developments, or businesses for commercial use.
What to submit
• A cover letter or other means of indicating the type facility to be
constructed, renovated, or repaired, where it is located, who owns and
operates the facility.
• A review fee and a cost estimate on that part of the project which
the Department of Health reviews. The review fee is 1% of the estimated
cost not less than $50 and not more than $500. If the project involves
review by multiple divisions of the agency, the fee must account for each
division's review up to a maximum of $500.
• Three sets of construction drawings, including, but not limited to:
pool/spa layout, pool/spa profile, deck layout and details, make-up water
supply piping, equipment room, piping arrangements, and bathhouse.
• Three sets of material and construction specifications for the
project, including, but not limited to: recirculation system, filtration
equipment, continuous disinfection system, maintenance, ventilation,
lighting, and fencing.
• It is recommended that plans for all public pools and semi-public
pools be prepared by a professional engineer registered to practice in the
State of Arkansas.
• Information pertaining to all necessary signs and other required
safety equipment.
• Signed statement from owner specifying any items that will be
provided by the owner separately from the construction/repair contract,
such as fencing, test equipment, safety equipment, etc.
• Address list for all parties to receive copies of plan review
correspondence.
Review Criteria
• Agency regulations and criteria, Recommended Standards for Swimming
Pools (from the Upper Mississippi River - Great Lakes Board of State
Sanitary Engineers), also known as the Ten States Standards
Who Reviews?
• Reviews of public pool projects are normally completed by a staff
Engineer, with the final approval being given by the Chief Engineer. Plans
for semi-public pool projects are handled by staff in the Division of
Environmental Health Protection.
Response Time
• A comment letter or an approval letter will normally take from one
to four weeks.
Common Submittal Deficiencies
• Common submittal omissions which delay the approval or require a
comment letter include: documentation of existing conditions, the basis of
the engineering design, insufficient design calculations, missing or
incomplete specifications, and a missing or improper review fee.
